Is PNG compression lossless here?

Pixel values remain lossless when dimensions are unchanged, but metadata is removed. Resizing necessarily changes pixels.

Will transparency remain?

Yes, PNG output preserves transparency unless the source decoder itself cannot read the file.

Why is there no PNG quality control?

The browser PNG encoder used by this tool does not expose a meaningful quality setting.
